This is the 2nd time I'm leaving a review about this place. Last time was 5 years ago, about a similar subject. The "bartender" is quite smart. When the managers are nowhere near the bar she doesn't acknowledge guests seeking to order. She doesn't look at people, she doesn't even say "hi". It happened to me during France-Paraguay and to a man trying to order too. He left annoyed after being unable to get any sort of hospitality from her.
